So i sent it again " she said , in the end her grant was converted to loan by the managing company Fedloan with an nterest of 1000 , she was astonished with this fact after she done the service of teaching high need subject in a low income scholl like the deal said webb like all the other teachers feeled betrayed by the education department system who asked for it money back for simple errors , in fact the study shows that one out of three participants whose grants were converted to loans have already meet the program's service requirements or they were likely to meet them .
another example is the teacher David west had also paper isses he neglected by mistake his signature on his certification despite he sent a completed form after it his grants was turned into a loan because the paper work was already done david west was tired of the small evolution of the process he also wrote a representative in congress but no change was noticed and david now owns the education department money west and webb have both signed west and web have both signed onto a lawsuit against the education department in the USA In Massachusetts, the problem of this teachers got the attention of the state , Maura Healey, told from many teachers. "And for them to be actively sabotaged by a private company and our own U.S. Department of Education is just outrageous," Healey says.Healey is suing fedloan over its handling of the TEACH grant program and the far larger Public Service Loan Forgiveness program.
FedLoan loan servicer company announced a statement  that the company "doesn't agree with the allegations made by the Massachusetts Attorney General's Office" and that it "remains committed to resolving outstanding borrower issues while following the U.S. 
the investigament made by the GAO affirmed that the money was taked with an appropriate way from the teachers 
also the education departement lanceds a new study to inderstand the reason behind alot of teachers didn't get a grant for teaching in low income a schools in opposite it was transformed to loans in appropriately the search showed that most of the participant of this program missed the annual requirement to offer the certification paper work but generally the reason behind this convertement is the ignorance of the paper work or it challenging process and the mane reason behind it is the rising tuition the department runes a trillion dollar bank of the exchange of taking out loans from the gouvernement and receiving frants she started to be forced to higher servicing companies like Fedloan to hundle this work because of it weak equipement . in reality  , organizations like fedloan and the education department could be doing a better job of working with teachers who miss deadlines they don't know about or have their paperwork denied because of a technicality . 
the education department as a result of it studies the problem needs a better understand of it reasons and the departement can make additionnal changes that may benefit the program participent and they showed a commitement to reviewing .
it also affirmed : it requires all TEACH grant recipients to complete an online counseling session each year expalaining the requirements and once grant recipients start their service obligation period the department sends them multiple communications reminding them of the requirement to annually certify .
in the end the department set a new rule : if you're late on your credit card , or your mortrage you might pay $40 not $4.000 or $5.000 and the teachers affirmed their improuvement because they have no recourse.
